David J. Zylka is an Attorney at Ruddy Gregory, PLLC. Prior to joining Ruddy Gregory, Mr. Zylka served as Deputy Director of Contracts at Allied Associates International, Inc., a Government services contractor. His work as Deputy Director of Contracts included: drafting and negotiating non-disclosure agreements, complex teaming agreements, and subcontracts in support of large scale Government service contracts; producing proposals in response to Government issued contract solicitations; drafting proprietary product terms, conditions, and end user licensing agreements; overseeing Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) reporting and compliance; providing additional legal oversight in the areas of corporate, tax, and securities law; conducting legal research; and providing contract program management and financial performance assessment.
Mr. Zylka earned his Juris Doctor from American University, Washington College of Law in May of 2014. During law school, he served as Assistant Managing Editor of The Modern American Diversity Brief, Senior Staffer for the Criminal Law Brief, and as a contributing columnist for the Criminal Law Practitioner. Additionally, he served as a Dean’s Fellow and Student Attorney in the WCL General Practice Clinic, and was a member of the WCL Federalist Society and the Business Law Society. Mr. Zylka also holds a Bachelor of Arts degree in Political Theory and Constitutional Democracy, with a specialization in Science, Technology, and Environmental Public Policy from Michigan State University. Mr. Zylka is currently licensed to practice in the Commonwealth of Virginia and his practice in the District of Columbia is limited to proceedings before federal courts and matters concerning federal agencies.
